When classifying an intervention (on any axis), “it is not the content of the intervention that leads to its classification level, but the focus of the response that is the determinant.” (p.40)
When an intervention starts at a group level, and drills down to an individual level, it is more intense, and “an increase in critical incidents of a personal and emotional nature could be expected following this type of intervention.” (p.41)
